
RULES OF PLAY
The rules of play shall be the LAWS OF THE GAME as published by FIFA with those modifications stated herein as approved by UYSA. Any rule not addressed shall be interpreted by the Tournament Rule Committee for the good of the game. There will be no protests.
REGISTRATION
ELIGIBILITY:
All properly registered teams in good standing and which comply with the rules and By-laws of the USYS, UYSA and US Club Soccer are eligible to compete in the Rampage Classic Soccer Tournament.ROSTER:
- Teams accepted to the Rampage Classic must have their completed roster filled in and players pictures loaded in the GotSoccer.
- Rosters are frozen at team check-in and no amendments to the roster will be accepted after check in. Any team playing an illegal or non-rostered player will forfeit that game and all games of the tournament.
- Eligible players must be registered to a U8 through U19 boys or girls team.
- All eligible players must be listed on the roster provided at tournament check-in.
- Rosters are frozen at team check-in (either online or in person ) No players may be added to the roster after tournament check-in.
- Players eligibility will be verified prior to each match by a referee.
- A team shall forfeit a match (or Matches) where it uses a non-rostered player or player added to roster after deadline.
- Players may play for only one team during the tournament (no double rostering)
- It is strongly advised that every team have more than on licensed, registered coach on their team roster. Any team playing a game without a rostered coach present will forfeit that game.
- Failure to provide the needed paperwork for each player could prevent players from participation in the tournament.
- Guest Players must have a valid player card or be on the official tournament roster AND have a proper guest player form- for Utah teams this form is the Speciality Player Action\Guest form found at UYSA.
- A team may have up to five(5) guest player for U13-U19 age groups.
- A team may have up to three(3) guest players for U8-U12 age groups.
Tournament Check-In
- Check in for teams will be at headquarters at Emma Russel Park 5700 S 4300 W, Roy, UT 84067 - Headquarters on Wednesday June 20, 2018 from 6:00PM - 8:00PM.
- All team must complete a check in prior to their first game, and submit the following documents.
- Six(6) copies of the teams tournament roster. Two(2) copies will be kept at the tournament headquarters.
- Travel Papers (if applicable)
- Guest Player(s) paperwork (Specialty Player Action Form)
- Ayso or out of State team: One (1) copy of the official team roster. Travel papers and\or players cards.
- Rosters are frozen at team check-in (either online or in person ) No players may be added to the roster after tournament check-in.
- Failure to provide the needed paperwork for each player could prevent players from participating in the tournament.
Schedule
- The tournament committee reserves the right to combine age groups if necessary to complete flights or to alter the advancement procedures should unforeseen circumstance aries.
- Each team is guaranteed at least three(3) matches (weather permitting)
- Kickoff will be at the time shown on the tournament schedule with a 10 min grace period. If a team is not checked in and ready to play within this time the match may be shortened or considered a forfeit.
- Games may be temporarily suspended, shortened, rescheduled or cancelled when field are in unplayable conditions due to inclement weather or other unforeseen events.
- The immediate responsibility of game stoppage will rest with the referee and \or Filed Marshall.
- Games will be considered complete if at least on full half has been completed and the score at the time is spotted will be the final score.
- The decision of the game cancellation will be up to the Tournament director and there will be no refunds for cancelled games.
- Contingency Plan A: All matches will be played as scheduled. Plan B: Shorten all first round matches to (15) minute halves. Plan C: Plan B pluse shorten all second round matches the same. Plan D: Plan C plus shorten all third round matches the same. Plan E: In the event the fields become totally unplayable or the weather becomes a hazardous condition, it may be necessary to decide some matches with FIFA penalty kicks.
- There will be no refunds given after the application deadline and after a team has been accepted. Prior to the application deadline, a refund may be given based on the tournament committees decision, less any administrative fees that have been incurred. Refunds will not be given due to inclement weather conditions, or any naturally occurring event that requires game cancellation.
FIELD OF PLAY
EQUIPMENT:- All players (except goalkeepers) must have a number on their uniform and duplicate numbers are permitted.
- Players shall wear shin guards in accordance with FIFA LAWS.
- No jewelry may be worn during a match. Allowances for medical alert bracelets and religious medals may be made by the field referee.
- Splints, casts, braces or other joint support devices must be approved by the field Referee prior to the match.
- Players not in compliance will be CAUTIONED (Yellow Carded) and sent off the field until the requirements is met.
- The first team listed on the schedule is the HOME team.
- Home team should wear their darker colored jersey and visitors wear their lighter one. If the field referee determines there is a jersey color conflict, the HOME team will change to a contrasting color.
- Home team will supply the 3 game balls.
- Fans will occupy the same side of the field as their team.
- This policy prohibits heading of the ball in all U12 (2007 Birth Year) and younger.
- If a player deliberately heads the ball in a game, an indirect free kick should be awarded to the opposing team from the spot of the offense.
- If the deliberated header occurs within the goal area, the indirect free kick should be taken on the goal area line parallel to the goal line at the point nearest to where the infringement occurred.
TOURNAMENT SCORING
Team standing will be based on the following point system:- 6 point for each win.
- 0 point for each loss.
- 3 points for each tie. 1 point for every goal scored up to 3 goals.
- For a forfeited match, the winner will be credited with a 1-0 win and award 8 points (six for the win, and one for the goal and one for the shut-out). A team abandoned by another team during a match will be awarded at least 8 points. The results of the match shall be based on the score at the time of the abandonment. No point will be awarded to the team abandoning the match.
- A match is considered official upon completion of one half of play regardless of the circumstance of termination during the second half with final results based on the score at termination.
- Final standing for each bracket will be deterendy by the total number of points.
- The Tournament Director and\or Tournament Committee are responsible for reporting scores. Referees turn in game cards to the Referee Assignor. Official scores are kept at tournament headquarters official team representative is required to sign and approve games cards after each match.
Ties in bracket standing will be broken by employing the following tie breakers. If more than two teams are involved in a tie, the first team to move ahead will be awarded the highest place,and tie breakers will be reapplied until all ties are broken.
- Head to head (if all teams played each other)
- Least goals allowed.
- Largest goal differential (max of plus or minus 4 per match)
- Most goals scored (max of 4 per match)
- Penalty kicks in accordance with FIFA rules (site and time determined by Tournament Committee)
- If the score is tied all the conclusion of play in any Semi-FInal or Final matches, two 5 min overtime periods shall be played.
- If tied at the end of overtime, winners shall be determined by penalty kick in accordance with FIFA rules.
TOURNAMENT STRUCTURE & TEAM FORMATION
(Teams will be divided into flights and bracket by age and gender.)- Year of play: Teams will play according to their age for the 2018-19 playing year
- Each team is scheduled for a minimum of three games.
- Team flight and bracket assignments will be determined by the Tournament Committee, based on the state FINAL ALIGNMENT and best determination of the Tournament Committee. Appeals of the flight or bracketing will not be accepted.
- NO TIME WILL BE ADDED TO MATCH LENGTH
- Pool play games may end in a tie.
- If the scores is tied at the end of both overtime periods, penalty kick will determine the winner.
- Only the players on the field at the end of regulation play will be permitted to participate in the penalty kicks.

PRE-MATCH CHECK IN
- All teams must complete and in-person check in prior to their first game.
- Each team must present their UYSYA approved player passes to the Field Referee at each game played. USYSA approved player passes will be used to check in the team and will be kept by the field referee during the match.
SUBSTITUTIONS
- Unlimited substitutions will be allowed in all age groups with the Center Referee’s permission and only at the following times:
- Prior to a throw-in by either team.
- Prior to a goal kick by either team.
- At half time.
- After an injury on either team when then Center Referee stops play.
- After a goal is scored by either team.
- On a yellow car, cautioned player must leave field until next stoppage, only cautioned player may be substituted.
- Referees will be instructed not to add time to a match except under the most extenuating circumstance.
- All preliminary matches will be terminated not less than five (5) minutes prior to the scheduled start of the next match.
- Concussions: The UYSA Concussion Policy will be enforced; Certified Athletic Trainers will be at the tournament and concussions will be tracked. Players must receive physician's release to resume play.
CONDUCT & DISCIPLINE
- An ejected player and\or coach are ineligible for participation in the current game and the following tournament game. This includes the final match
- Red cards resulting from intentionally harmful or violent conduct may result in expulsion from further tournament play. Violations will be reviewed by the tournament committee.
- A coach is responsible for the actions of his\her team supporters. Abuse from spectors or coaches will not be tolerated. Violation can result in forfeit of the game and\or expulsion from future tournament play.
- It is the Head coaches responsibility to make sure both his or her side of the field is cleaned up after every match.
- Any coach, manager, or team non-medical official, who has been ejected (red carded) must remove himself no less the 100 yard from the play filed within 5 minutes of notice of ejection, or the match will be forfeited to the opposing team.
- Any coach that withdraws his team from the playing field during a match will receive a red card and his team will forfeit the match.
- The use and\or consumption of any alcoholic beverages at any youth soccer match are expressly prohibited. Any player or team official who violates this prohibition shall be subject to disciplinary action and\or suspension. Violation will be reported to the Tournament Committee.
- No glass containers, use of illegal drugs or smoking will be allowed on or near the tournament fields. Any player or team official who violates this prohibitions shall be subject disciplinary action and\or suspension. Violators will be reported to the Tournament Committee.
- Passes of players or coaches sent off will be held by the tournament committee at the main tournament headquarters and may be picked up after the participants sit out has been served. Passes of participants who are sent off, but do not have the ability to serve out will be forwarded to the appropriate soccer governing body.
EMERGENCY WEATHER PROCEDURES
- If the weather is determined to be unsafe, then the field marshall will alert the referees by signals.
- Fluorescent flags and a blown horn.
- Referees are also authorized to stop games due to dangerous weather conditions. Rain, lightning excessively high winds, low air temperature, high air temperature or when field are unplayable.
- The Tournament Committee, tournament director or referee are responsible for suspension and cancellation of games.

- IF the games are suspended, all participants and spectators must go to their vehicles or other permanent structure. Play will restart with a dropped ball at the place where the ball was when play was suspended, unless the ball was out of play, play shall restart
- with the appropriate restart.
REFEREES
- The referees word is final.
- USSF certified and registered referees are provided by the tournament committee.
- Referee's report the results of each game to the referee headquarters at Sandridge Park
DISPUTES
The tournament Committee shall settle all disputes and their decision shall be final. NO protest allowed.
AWARDS
- Each player participating in the Rampage Classic shall receive a t-shirt and pin.
- At the conclusion of the final matches in each age group. First (1st) and Second (2) teams will receive individual player award.
- Awards will NOT be mailed to team failing to stay for presentation.
- Awards will be handed out at the field of the final game.
